I am writing to inform you that HFEA licence fees changed from 1 April 2026 and we will therefore be invoicing using the new rate from May. The new fees will be:
- £115 for each chargeable IVF treatment (an increase of £15 from the current licence fee of £100)
- £45 for each Donor Insemination license (an increase of £5 from the current licence fee of £40)

The HFEA is funded by a mix of fees levied on the sector we regulate and Grant In Aid (GIA) from the Department of Health and Social Care (DHSC), with most of our funding (around 95%) coming from sectoral fees.
We endeavour to keep the cost of regulation as low as possible and were able to maintain current fees through 2025/26 since our last fee increase in April 2024. However, continuing cost pressures, driven by inflation and growing IT costs as well as ongoing variability in clinic activity, mean that we cannot avoid increasing fees in 2026/27.
The HFEA is committed to undertaking a full review of our fee structure in the coming year, as discussed with the Authority in July 2024. We will be sharing a progress update and welcoming feedback at our upcoming PR event at the end of April. We will provide further information as the work progresses.
Implementation
All embryo transfers or mixings of egg and sperm with the prior intention of transferring embryos, that takes place on or after 1 April 2026 qualify for the new fee and will be charged at £115.
Where donor insemination is being used on or after 1 April 2026 each cycle will incur the new fee of £45.
Please continue to submit all treatment forms in the appropriate month. Forms that are unavoidably submitted late will be charged at the treatment fee applicable at the time of treatment.
Please do continue to notify us of any corrections. However, from 1 April 2026, we will not be able to make corrections to treatment fees charged for March or earlier.
