01 March 2022
I am writing to let you know that HFEA licence fees will change from 1 April 2022. The new fees will be:
- £85 for each chargeable IVF treatment (an increase of £5 from the current licence fee of £80)
All other fees remain unchanged, including Donor Insemination license fees, which remain at £37.50, and application fees. Details are contained on our Clinic Portal.
The Authority have implemented this increase in fees to meet the increasing cost of regulating the sector and the increasing demand for information held by the HFEA from patients, donors and donor conceived children.
We have made many efficiencies over the past ten years, reducing the treatment fee in 2011 from just over £100 to £75 and maintaining the current license fee of £80 since April 2016. This increase will fund a number of additional posts to increase the capacity of our Opening the Register team, to further improve IT systems and the HFEA’s use of data, and to support the future development of policy and legislative change that will provide clarity and modernise the HFE act.
The definition of chargeable treatments has not changed. These are set out in a previous Chair’s letter.
Implementation
All embryo transfers or mixings of egg and sperm with the prior intention of transferring embryos, that takes place on or after 1 April 2022 qualify for the new fee and will be charged at £85.
Please ensure forms for treatments in March are submitted by the end of March. Forms that are unavoidably submitted late will be charged at the treatment fee applicable at the time of treatment.
Please do continue to notify us of any corrections. However, from 1 April 2022, we will not be able to make corrections to treatment fees charged for March or earlier.
If you have any queries about the changes, please contact either your Inspector or the Finance team on 020 7291 8297/8945/8296 or finance@hfea.gov.uk
Yours sincerely

Chair, Human Fertilisation and Embryology Authority.
